Housing and Emergency Shelter Trust Fund of 2006: CalReUSE program.

Abstract

(1) Existing law establishes the Regional Planning, Housing, and Infill Incentive Account created within the Housing and Emergency Shelter Trust Fund, and requires that funds in the account be available, upon appropriation, for brownfield cleanup that promotes infill housing development. This bill would appropriate an unspecified amount from the Regional Planning, Housing, and Infill Incentive Account to the California Pollution Control Financing Authority for purposes of providing loans and grants under the California Recycle Underutilized Sites (CALReUSE) program for brownfield cleanup that promotes infill residential and mixed-use development. (2) The California Constitution authorizes the Governor to declare a fiscal emergency and to call the Legislature into special session for that purpose. The Governor issued a proclamation declaring a fiscal emergency, and calling a special session for this purpose, on December 19, 2008. This bill would state that it addresses the fiscal emergency declared by the Governor by proclamation issued on December 19, 2008, pursuant to the California Constitution.
